Chronicle Staff Writer Job cuts catapulted 71 percent between March and April, dashing hopes for an economic recovery. Shrinking workforce California leads

Gray & Christmas U.S. employers wiped out 146,399 jobs last month, compared
with 85,396 in March, according to Challenger, Gray & Christmas, an
outplacement firm based in Chicago. More than a third of April's job cuts
came from the public sector. California experienced the biggest loss, with 32,891 jobs
disappearing last month, followed by New York with 14,508 and Illinois
with 13,662. April's figures represented the largest monthly jump since
November. They were 30 percent higher than the same period last year,
when job cuts stood at 112,649. John Challenger, the company's chief executive, said the
numbers run counter to conventional wisdom. "It just jumped in April, and this is the time we thought
we were going to be out of the woods," he said "Many had predicted
that we would see 15 months of joblessness. It's been 15 months -- more
than 15 months -- but instead of seeing the job picture improve, it's
turned for the worse." It took 15 months for the economy to recover from its last
recession in the early 1990s. But this latest recovery seems to be taking
its sweet time. Challenger added that the war in Iraq did nothing to affect
the economy. "Anybody who thought the war was the thing that was
going to turn around the economy" was wrong, he said. The report was compiled from job-cut announcements reported
in major media outlets. It does not take into account new hires or internal
transfers at companies that have announced layoffs. The Information Technology Association of America also came
out with a report that showed that companies are moving positions overseas
in greater numbers, with 12 percent of information companies and 3 percent
of non- information technology companies saying they have already opened
operations abroad. "We've been saying that for several years but no one
was listening to us" when unemployment was virtually nonexistent,
said association President Harris Miller. "This is just an opportunity
in a different environment to make the point more directly because now
people are concerned about global competition." The report is based on a telephone survey of 400 tech and
non-tech companies nationwide. Challenger noted in his report that 40 percent of the job
cuts in April were in the public sector. A total of 57,927 positions were
eliminated from government agencies, marking the largest one-month total
from a single industry since September 2001. Challenger said the cuts are taking place within state and
local governments, which have been running deficits and must now own up
to them. Although job creation is slow in coming, Challenger said
there has been some movement in sectors like residential construction,
mortgage banking, health care, defense and security. mortgages should decline sharply, according to analysts from JPMorgan. Having the MBA Refinancing Index above 8000 for most of March
will result in a 15% increase in pay downs in April/May, with the supply
from resecuritization likely delayed by several more months. However, net 30-year supply will remain negative. This is
attributed to new production in 15s and ARMs. Analysts estimate that about
15% of 30s are refinancing into ARMs while 15% are refinancing into 15-years.
Thirty-year net issuance is dipping because of pay downs. This is while
15-year issuance is evidently increasing with rising 30-year pay downs. Analysts said that the market should expect net 30-year issuance
to dip at $20 billion per month in April/May. Fixed-rate agency issuance
so far in April has reached approximately $126 billion and is on pace
for a little over $140 billion for the month. Pay downs in March were
$135 billion; with pay downs expected to go up by 15% (to $153 billion)
in April. This is why the amount of outstanding fixed-rate agency MBS
may dip in April by around $10 billion, with 30s losing around $20 billion.
This implies that the amount of outstanding 30s will have dropped by more
than $130 billion in the last eight months or about 7% of the total outstanding
in August 2002. The large majority of the dip in outstanding 30s is at the
expense of Golds. After a brief rise in issuance in March, Gold 30-year
supply is once again down significantly, with only a 15% market share
(even lower than the GNMA share). However, the FNMA market share has risen
to 68% of all agency 30-year issuance. The declining Gold market share is likely due to the relatively
poor current coupon execution and, at the margin, growth from the MPF
program. Analysts also mentioned that the poor execution has been partly
tied to the inferior convexity of TBA Golds. For instance, the Gold/FNMA
6.5 swap is negative 1/32s and the 7s swap is negative 7/32s. The Gold
7s are trading (delay adjusted) almost half a point "cheap"

of debtors have taken no steps beyond monthly payments to reduce it in
the past 18 months, according to a new survey conducted for lawyers.com
by market researchers Harris Interactive. The survey probed American attitudes about and behavior towards
their credit card debt. Fifty-four percent say their debt simply doesn't
concern them at all. Even those with the most credit card debt¾ over $20,000¾
tend to feel relatively comfortable with their debt levels. Despite the inertia,
64 percent of all credit card debtors believe they will be out of debt
in one year or less. Forty three percent said they had made efforts to reduce
monthly expenditures in the past eighteen months; 28 percent had transferred
credit card balances to lower interest rate cards and 13 percent had contacted
creditors to negotiate reduced interest rates or payment plans in the

Grant’s and Meade’s advance on Richmond by the left flank was stalled
at Spotsylvania Court House on May 8. This two-week battle was a series
of combats along the Spotsylvania front. The Union attack against the
Bloody Angle at dawn, May 12-13, captured nearly a division of Lee’s army
and came near to cutting the Confederate army in half. Confederate counterattacks
plugged the gap, and fighting continued unabated for nearly 20 hours in
what may well have been the most ferociously sustained combat of the Civil
War. On May 19, a Confederate attempt to turn the Union right flank at
Harris Farm was beaten back with severe casualties. Union generals Sedgwick
(VI Corps commander) and Rice were killed. Confederate generals Johnson
and Steuart were captured, Daniel and Perrin mortally wounded. On May
21, Grant disengaged and continued his advance on Richmond. While considered
inconclusive as there were no winners, Lee did not stop Grant's march toward Richmond and the overall
plan to cut off supplies to troops from all ports. Grants 100,000 troops met Lee's 52,000 and the
Northernpoliticians were not happy there was not a victory. The causality
count for the Union Army was 18,000 and the Confederate: 12,000. With little money, no support from Europe, ports from Texas, Louisiana, Florida,
and going up the coast being captured by the North, including Mississippi,
what little supplies could not reach the dwindling number of soldiers.
Almost 1/2 of Confederate soldiers were wounded, captured, killed, or
died from disease. By war's end, over 2,000,000 volunteers had joined the Union
army. Of the 425 Confederate generals, 146 were graduates of West Point.Almost
1/3 of US Army officers resigned to serve the Confederacy. In reality,
the Southern army was ill-equipped, had limited supplies ( even
shoes as many found dead at Gettysburg were shoeless), and was greatly
outnumbered. In addition, many were not in favor of slavery controlled mostly by large plantation
