Credit Manager's Index (CMI) for March 2004: Concerns Wiped Away with
Strong Performances. COLUMBIA, MD: -The
National Association of Credit Management (NACM) has released its Credit
Manager's Index (CMI) for March 2004. The CMI, a monthly survey of the
business economy from the standpoint of credit and collections, was
launched in January 2003 to provide financial analysts with another
strong economic indicator. What a difference
a month makes! Any concerns expressed last month have been wiped away
with strong performances in both the manufacturing and service sectors.
In total, the CMI improved 7.1% over the February reading, with the
improvement in the manufacturing sector being even stronger. As reported,
there was extraordinary improvement in the favorable factors, whereas
the unfavorable factors basically maintained their February levels. The CMI survey asks
credit managers to rate favorable and unfavorable factors in their monthly
business cycle. Favorable factors include sales, new credit applications,
dollar collections and amount of credit extended. Unfavorable factors
include rejections of credit applications, accounts placed for collections,
dollar amounts of receivables beyond terms and filings for bankruptcies.

Administrator Barreto Praises House Passage of 7(a) Legislation (This legislation
is in the US Senate, where it may be amended.
Previously SBA loans were 90%
guaranteed and originators covered the 10%.
While this bill increases
the “cap” back to the $2 million level, it only provides for 75% guarantee. It is thought the U.S. Senate may amend to
a 50% guarantee. Both increase the liability to originators
and thus the risk. editor ) WASHINGTON – SBA
Administrator Hector V. Barreto praised the House of Representatives
today for approving legislation that will increase the SBA 7(a) loan
program’s lending authority by more than $3 billion, lift the current
$750,000 cap on 7(a) loans, and ensure continuing operations for other
key SBA programs. The bill, HR 4062, passed today by unanimous consent. “I am pleased that the House acted today to pass legislation that
will benefit thousands of small businesses across America,” Barreto
said. “This bill will help create a bigger, better 7(a) program. By
increasing the 7(a) program’s lending authority, the SBA will be able
to guarantee an additional 30,000 loans this year alone – loans which
will create or retain half a million jobs for hard working Americans.” “I would like to
thank Speaker Hastert, Majority Leader DeLay, Chairman Manzullo, and
Ranking Member Velazquez,” Barreto added. “The cooperation they exhibited
today shows how we can accomplish great things for America’s small businesses
when we work together.” The legislation now
moves to the Senate for action. The new bill will
increase the 7(a) program’s lending authority for this year by up to
a third, to $12.7 billion. The $750,000 cap will be returned to the
$2 million level. Lenders also will have the option to make SBA Express
loans of up to $2 million. Piggyback loans will once again be allowed,
and for the first time the SBA will issue specific guidelines on piggyback
loans that will allow them to become a consistent part of the loan program. The legislation reauthorizes
the 504 loan program and the Small Business Investment Company program
through the end of the fiscal year. The bill also guarantees that several
other SBA programs will remain in continual service through the end
of the June. The SBA’s Small Disadvantaged Business and Preferred Surety
Bond programs would both expire at the end of the week without congressional

Incorporated; Company Awarded $23 Million Judgment WOBURN, Mass--MicroFinancial
Incorporated (NYSE-MFI), announced today that the company was awarded
a $23 million judgment. In the first quarter of 2000, the Company had filed an action in
the United States District Court for the District of Massachusetts against
Sentinel Insurance Company, Ltd., ("Sentinel"), Premier Holidays
International, Inc., ("Premier") and Daniel DelPiano ("DelPiano")
arising from Premier's October 1999 default on its repayment obligations
to the Company under a $12 million loan. Judgment has been entered in
this case against Sentinel, which had issued a business performance
insurance policy guaranteeing repayment of the loan in the amount of
$14 million. This judgment has not been satisfied. Sentinel is currently
undergoing liquidation proceedings and a claim in this amount has been
filed with the bankruptcy court. The Company's case against Premier
and DelPiano was tried in November 2003, and was decided by the Court
in March 2004. The Court entered a judgment for the Company against
Premier and DelPiano, jointly and severally, on all of the Company's
counts, including fraud and violation of Massachusetts General Laws,
Chapter 9A, and dismissing with prejudice all of Premier and DelPiano's
claims and counterclaims. The Court awarded the Company $23 million
in damages. Collection of this award is not assumed and therefore it
is not reflected in the Company's financial statements. "This legal matter is now behind us. The Company is pleased
with the court's findings in favor of our position on all counts, specifically
on the finding of fraud committed by Premier and DelPiano, and on the
full dismissal with prejudice of the counterclaims filed against us."

This
Day in American History 1513- Juan Ponce de Leon discovered Florida, landing at the site
that became the city of St. Augustine. He claimed the land for the King
of Spain. 1792-the first US Mint was established at Philadelphia, PA, as
authorized by an act of Congress. Copper coins were
authorized in one cent and half-cent ( coined until 1857). Gold coins
in $10 Eagles, $5 half-eagles,
and quarter eagles $2.50. It
was not until 1849 that $20 double eagles and $1 gold pieces
were authorized. All gold coins
were discontinued by the Gold Reserve Act of January 30, 1934 that stated “ no gold shall hereafter be coined.”
Silver coins were the half dollar, quarter dollar, dime, and half dime,
until 1873, when Congress enacted what was known as “the crime of 73”,
that made gold the sole monetary standard.
The first paper money was issued by Native Americans in Oregon,
the Araphos. Paper money was
not authorized until July 17, 1861 and August 5, 1861 by Congreesss 1829-the Bank deposit insurance law was enacted in the state of
New York, assessing banks one-half percent of capital stock until 3
percent was set aside " ...for the benefit of the creditors. Banks, their officers, and their servants were required to be examined
under oath at least once every four months. 1863- Richmond, Virginia Bread Riot: The women who marched through
the streets of Richmond, Virginia, demanding food. Facing them, Confederate
